With reference to a dispute which exists between Mr John Smith and Mr Joze Antonio da Luz (Merchants at Macao) regarding 2,000 Bags of Rice at present in the keeping of Messrs Holliday, Wise & Coie, I am directed by His Excellency the Governor to request you to inform Mr Smith that, in accordance with His Excellency's recommendation to submit the case to arbitration, Mr. Da Luz has on his part named Mr Felix Hillario de Azevedo : the further progress therefore to a final settlement of the question now rests with Mr Smith, who has not yet replied to a letter written to him on the 18th of November last enclosing a copy of His Excellency's recommendation to Mr. Da Luz.
Should Mr Smith decline submitting the case to arbitration, in addition to the expense which will necessarily accrue from Storeage it is more than probable that the Rice will suffer considerable damage before the affair is legally decided by a Court of Justice, and in this light His Excellency desires you will represent the matter to Mr Smith.
